The past tense

Quando si usano “has been + past tense” e “had been + past tense”?  Grazie. Sergio

Si stiamo parlando di un periodo non ancora finito si usa the present past: my husband has been arrested today. Se stiamo parlando di un periodo finito ma si fa riferimento a un periodo precedente si usa the past perfect: My husband was sent to prison yesterday: he had been arrested two years earlier.
